Meeting Held at QIC to Discuss the Draft of the New Constitution of the Republic of Kazakhstan
On March 3, 2026, the Chairman of the Management Board of Qazaqstan Investment Corporation (QIC) addressed employees of the company and its subsidiaries to outline the key provisions of the draft new Constitution of the Republic of Kazakhstan.
The constitutional update is intended to establish a foundation for modernizing the public administration system, improving the quality of regulation, and strengthening trust in state institutions.
As a subsidiary of Baiterek National Investment Holding, QIC plays a significant role in attracting direct investment and promoting sustainable economic growth.
In his remarks, Didar Karimsakov noted that the draft Constitution was developed as a result of consistent and comprehensive efforts. Its primary objective is to update the fundamental principles of state governance while preserving continuity and stability.
The draft provides for the establishment of a unicameral Parliament — the Kurultai, the formation of the Halk Kenesi as a platform for nationwide dialogue with the right of legislative initiative, and the introduction of the position of Vice President of the Republic of Kazakhstan. Particular attention is given to the development and protection of human rights in the digital environment, as well as to strengthening the role of the legal profession within the justice system.
Mr. Karimsakov emphasized the importance of active citizen participation in the national referendum scheduled for March 15, 2026. He noted that the referendum provides every citizen with an opportunity to take personal part in making a decision of national significance and to demonstrate civic responsibility.
